Grant-funded startups and university spinouts often have funding and a clear technical vision, but no one senior enough yet to turn that vision into an engineering plan. We fill that gap as a fractional CTO.

We take on architecture, delivery discipline, and the technical judgment a funded venture needs before its first engineering hire, at 5–10 hours a week instead of a full-time seat. In practice that means system design decisions made before they're expensive to unmake, technical scope and timelines your board and your grant reporting can rely on, and a second, senior set of eyes on every build-versus-buy call.

SBIR/STTR: writing and delivery

Most SBIR proposal help stops at the proposal. Boro's founder, Daniel Joyce, has also delivered on SBIR contracts (Terasense, MODEX), the rarer half of the SBIR world. That experience shapes both ends of our SBIR work: proposals written with an eye toward what a program officer will ask in review, and technical delivery once the award lands and Phase I milestones become deliverables due.
